In figure 1 the 120 volts is feeding from L2 giving the false reading.
In figure 2 when the L1 was disconnected from the element the 120 volts from L1 went to zero. but the test meter probes is on the element. put the test leads on the L1 to neutral and you will find there is no voltage on L1
